I see other people have recced Tomorrow Belongs to Me; valtyr's Some Sunny Day is another Steve/Tony which gives particularly good Steve. Oh, and Team Building Activities. She is one of my new favorites, obviously.

boombingbang's Magnetic series is Steve/Pepper/Tony, with the first and last probably having the most Steve; her Pepper is also really compelling.
tsukinofaerii's Something Different is about the dissolution of Pepper's relationship with Tony and the formation of her relationship with Natasha (which I liked in part because it reversed what I kept running into, Steve/Tony with background Pepper/Natasha).
likeadeuce's Daedalus is comicsverse, which I wouldn't ordinarily recommend to you, but I thought the characterization actually worked really well and really interestingly as movieverse. And the take on Steve newly out of the ice is (a) fairly unusual for what I've seen in fandom so far; (b) seems a lot like where the Avengers trailer indicates the movie will go.

misura's Four People Who Never Fed Steve Rogers a Sandwich ends up kinda Steve/Tony, but it's got great Steve & Bucky and Steve & Peggy and Steve & Howard interactions; her A Star-Spangled Plan is Steve/Bucky and rhythm 'n' blues 'n' fondue is Steve/Peggy.
